VP500B with power showed in Diagram 4-4. As the simplest design, it could be installed at end of reclaiming pipe, namely, near to tank and inlet. It can simultaneously reclaim 12 nozzles, applicable to fuel dispenser with suction pump or submersible pump. Center-type reclaiming vacuum pump VP500B without power showed in Diagram 4-5. This type of pump is very applicable to city filling station, which is powered by submersible pump, mounted 8 nozzles of reclaiming. The deployment of vapor pipe and air vent of tank ensures station’s normal operation. Distributed reclaiming vacuum pump: each fuel dispenser is mounted vapor reclaiming vacuum pump. Diagram 4-6: VP vacuum pump Diagram 4-7: Separated jointer Diagram 4-8: Coaxial hose Separated jointer: its main function is used as convert jointer to separate vapor and oil. Repeated use breakaway: used for protecting fuel dispenser in case of pull down by vehicle. As exterior pull reaching 310~350lb, breakaway is automatically closed, at same time switch off pipelines of vapor and oil. Coaxial hose: a kind of hose with two layers that delivery vapor in internal and exterior oil. Nozzle: with double-layer fuel dispenser pipes, mounted vapor valve. Fuel dispenser with vapor recovery system This kind of fuel dispenser with vapor recovery function is used for reclaiming volatile oil vapor near outlet without affecting normal refueling. There are two types widely adopting in domestic market, one is the fuel dispenser new developed fuel dispenser that has vapor recovery function; the other type is improved fuel dispenser based upon traditional dispenser and added vapor recovery function. Generally, these are divided into two categories: submersible type and built-in pump type. Diagram 4-9: Vapor recovery nozzle Sub fuel dispenser mersible fuel dispenser with vapor recovery function If adopt vacuum-aid vapor recovery system, the matching fuel dispenser with vapor recovery function should adopt submersible fuel dispenser. Its working principle is that center vacuum pump g

art 3). Moreover, the quality of schooling is poor and the education system fails to offer equality of opportunity. Mr Zedillo s government bravely decided that Mexican children should sit international tests. Mexico came bottom of all the countries of the Organisation of Economic Co-operation and Development (OECD), the rich-country club it ambitiously joined when Mr Salinas was riding high, and did no better than Brazil and other Latin American countries, even though it spends proportionately a lot more on education. Reclaiming the classroom In the past much education spending was lavished on public universities because the PRI saw students and academics as an important constituency. Recent governments have spent more on schools, but nearly all of the money has gone on teachers salaries. That is a tribute to the stranglehold the Educational Workers Union, Latin America s largest trade union, has on Mexican education. In effect, it is the provider; the federal government merely hands out the money. Its 1.4m members include not just classroom teachers but head teachers and school inspectors too. In practice it is the union, not head teachers, parents or fuel dispenser state governments, that decides on the hiring and (very rarely) firing or redeployment of teachers. It resists outside evaluation of teachers, many of whom are untrained. Enrique Rueda, the leader of the Oaxaca teachers, concedes that the union has been better at pursuing salary demand fuel dispenser s than at improving schooling. “Control of bad teachers is very limited,he says. As education minister in Mr Salinas s government, Mr Zedillo devolved formal responsibility for schooling to the states and modernised teacher-training and textbooks. But in practice the system remains centralised the fuel dispenser union negotiates salaries with the federal government each year, and then its regional branches try to extract a bit extra from the states. Few decisions are taken at school level.
